He was from Paisley and may have been the Matthew Smith born at Paisley in 1758 to Elizabeth (Lang) and John Smith. PP offers no information about him other than that his nephew was the Rev. Mr. Pollock. The dedication and "Address to the public" are signed: A Royal North British volunteer; "An introductory letter" and "Post-script" are signed: Philo. Britanniae.
