The year of birth is from ECCO. He seems to have lived in Edinburgh but no other reliable information has been located. A Thomas Mercer, son of Thomas Mercer and his wife Margaret Bell, was born at Edinburgh on 10 Nov. 1713. Still, there is long gap between the year of his birth and his first known publication. The Sentimental Sailor is dedicated to Rousseau. SR
