The only information is from Patrick O’Kelly and Hugh Harkin (qq.v.) in O’Kelly’s Hippocrene. They describe McCarthy as a teacher in Kinsale, County Cork, whose one book of verse plagiarises O’Kelly’s Killarney. The Hippocrene prints Harkin’s poem “The Plagiarist” which begins: “Hail Mickey Carty!—Prince of Pirates hail!/ Hail pedant poetaster of Kinsale.” SR
