Biography:

FOOT, James (1784-1829: findmypast.com)

The attribution of Moral and Political Reflections  to "Mr. James Foot, of Salisbury" rests on the authority of a single ms note on the title-page of the only known copy, at the British Library. He was born at Salisbury, Wilts., on 29 Apr. 1784 and baptised at St. Edmund's on 12 Dec. There are few records of his education and career but he became a prosperous and respected surveyor in Salisbury, the kind of person who was made a trustee for estates and sat on the boards of charitable institutions. He married Jane Harvey Goddard at Salisbury Cathedral on 7 May 1808. No record has been found of offspring. By the time a call went out for claimants on his estate in 1829, he was "he late Mr. James Foot . . . Gentleman" resident in the Cathedral Close. He was probably related to James Foot, poet (q.v.) since his widow moved, after his death, to the village of Berwick St. John, where she died at The Priory in 1851.
