He was "of South Carolina" and he published in Charleston--very likely the Oliver Cromwell (1807-1829) who is buried there, and whose mother was Sarah Johnson Cromwell. The Preface to his book describes it as "the first attempt of an almost beardless youth." (ancestry.com 29 May 2018) HJ
